My suggestion removes restrictions that are already in place, and allows it to flourish with guidelines rather than banning an important aspect of this server outright. My whole argument is that what's in place today is too strict and does more harm than good.

That is a variable that can easily be changed. So what? It could be made 25k or 2k in an instant. Yes, it should mean they can't get apartments regioned if their plot is too small. That's how you end up with crappy apartments. They should be end-game activity. Good Good. Of course it takes time...

Totally agree. I'd go as far as changing the region name to "historic-XXX". This would allow the properties to be sold and owner throughout the economy, but clearly detail out that it is not to be edited above surface level. Then it becomes a sort of trophy and protects the build.

This plot was meant to be a department store. It was, and then it was turned into a house. The house it nice, but is extremely out of place and zoned incorrectly.
