id like to clarify first, but is the 10 seconds of pvp protection meant to be here when using a grapple? Grapple gives you litarally 10 seconds of pvp protection everytime you use it, but is it meant to be here?

Its impossible to remove, i'm pretty sure that it comes with the grapple, Police will try to work on a compromise that works to try to equal out advantages between police and crims.
