Mob Farm Rules

I obtained 2 spawners and I was wondering the rules of mob farms (besides the auto farm thing).

First off, do these work/ are they allowed in the city.
Second, what are the rules on ways of killing the mobs (can i use something to weaken them before killing them)
Third, besides being underground, are there any other rules around the farms.

Mobs don't work in city ( unfortunately ) nothing auto period. Semi-Auto is a grey area and you'll probably get away with it

So I have to build it in /warp wild? Can I cover the outside with locked chests so no one can grief it?
