Rank to Break Spawners?

Hello, I was wondering if ranks still allow you to mine spawners and which one would do that. It's no longer in the shop so I'm not sure if this feature was removed or what I would need to do to get it. Thanks!

The Ultra rank gives you the ability to mine spawners. If a normal player mines a spawner it doesn’t need drop, or drops a broken spawner of mined with the oickaxe of containment. If an Ultra rank player mines a spawner with silk touch, the spawner will drop.
