I would like to have the city plot H507 cleared before I start building on it. If you could also get rid of the basements underneath the plot too, that'd be great.

You can only build a house in creative to replace the house. You are most of the time not allowed to build in survival as houses in creative look better most of the time.

But it's up to staff so gl.
