Well just google colour codes.
You can use them in front of your name for coloured text etc.

whenever i type in the command, /nick &fO&dp&ba&9l it just says insufficient permission
You're doing it right, but I'm pretty sure once you used /nick the first time without the color, you used your one time that you purchased. You might want to contact a staff member and see if there is anything they could possibly do for you.
