I've put a solar panel and a capacitor near the "energy regulator" but it's still at zero, it only changes (to negative) if i put some machinery near (but doesn't produce)

Are there any blocks above the solar panel? I’ve had struggles with a solar panel before as well but apparently there was the roof, which blocked the sun.
Another problem may be the moon. Solar panels only work on daylight. Otherwise I’d suggest you ask someone to look at it online or higher staff.
I don’t think the items broke in this case because otherwise it wouldn’t show the negative energy.

now i'm working with coal generators but are expensive to mantain active..

Maybe try to use it on another location? Some plots are glitched with Invis blocks that are in the way.

can't try in other locations, only have this house..

Try putting it somewhere else on the plot. That helped me once. It wasn’t working for me but when I replaced the machines 4 blocks away from the other one, it worked.

you're right.. i did put the energy regulator in middle of the house, and now the panel on the edge (house il 12x14, so it's small).. value is increasing as sun comes up and don't have any fuel in coal generator...
