Those random boats are actually staff made. Some times if they are region-ed by a city you can buy them. Building in water would be terrible. Too much chaos grief and would make the water look so ugly. And irl can you build on water. (not unless your some millionare.) There is /warp wild for random building

I mean maybe if you have a architect rank build a boat people buy or rent it but cant edit the boat
