Sorry if it wasn't clear in the original post, all of the islands would start off as a simple island in the middle of the ocean somewhere. Like one that already spawned. Then, the players can just build houses on that, improve it, or build an entirely new one.

Refer back to the.. set selling price. This means that.. you can sell it for as much as you bought it for/cost of the transfer. This means that.. there is no profit. At all. Literally none. I've been trying to convey this the entire time, sorry if it was unclear.

I think the prices of islands has risen because of their potential for profit. My idea would pretty much be regioning a huge plot somewhere in the ocean, where players can't make a profit. A lot of people wouldn't want to waste their time with something like this.

Maybe a way to combat this potential "catastrophically high amount of unpresentable islands," the price of the island can increase by, let's say, 1m. 2m. 3m. I don't really care about the prices, was just throwing out my idea
