if your able to copy and paste the runh920 to the plot of -28;11 so i can put the runh920 building on the ground floor and the building already on the creative plot put to the top so i can rearrage the building since you said it wasnt fit enough for the city

You cannot copy or replace apartment builds with apartments in them. you can get them unregioned by any jr ads+ by contacting them (mail or msg) in game once certain apartments are unrented, and once all unregioned can edit exterior. Transfer denied.
