You can build a house in the city if the plot is empty, you just can't break an existing house.

It sounds like the a2 plot remained empty during the entire time, meaning that the plot was rightfully revoked. Did you end up putting a house on it before it was cleared?

Denied, it's quite boxy and doesn't look like the houses in the neighborhood.
