Well even if they were craftable, they would be too much to craft. There are already other ways to get them and you should just deal with that. You can get them from restart compensation, reaction comps and voting. If you really need one, just buy one from a player.

There is a 2.5% chance without looting or beheading. There is a 5.5% with Looting III. I think the sword of beheading adds a 10% extra chance.

Wither skulls should be rare and valuable and making it just buy able ruins that. I work hard to get my heads and use them sparingly and that is how it should be. Even if it were to be sold at the shop; 5k is way to little and leaves no room for player to player trade.

Thats one way to deal with radiation.
